Contour Housing Partners Closes on Acquisition of Thomas Campbell Apartments and Thomas Campbell North in Washington, PA

Transaction will preserve long-term affordability for 200 senior households and deliver $1.4 million in capital improvements

Contour Housing Partners (Contour), a housing preservation firm, today announced the financial closing on the acquisition of Thomas Campbell Apartments (TCA) and Thomas Campbell North (TCN), two senior affordable housing communities in Washington, Pennsylvania. The transaction will preserve long-term affordability for 200 senior households while delivering substantial capital improvements to both communities with no resident relocation.

Developed in the 1970s, TCA features 125 units, and TCN features 75 units, including a mix of studio, one-, and two-bedroom apartments across both buildings. Seventy percent of the portfolio provides affordable housing through long-term Section 8 Housing Assistance Payments (HAP) contracts with the U.S. Department of Housing and Urban Development (HUD), which will remain in place following the transaction to preserve current rents.

As part of the acquisition, Contour will invest in capital improvements addressing deferred maintenance needs, replacing critical building systems, and improving comfort, reliability, energy efficiency, and long-term quality of the communities. All construction activities will be closely coordinated with residents to limit disruptions.

Beyond physical improvements, Contour is committed to maintaining the longstanding community partnerships and supportive services that contribute to residents’ quality of life. The properties were acquired from the Christian Church (Disciples of Christ), a nonprofit organization dedicated to providing housing for low-income individuals and families. Recognizing their shared commitment to affordable housing preservation, the organizations established an agreement that allows the church to continue providing religious services to residents through the communities’ existing chapel. Contour will also invest in third-party social services through its management agent, NDC, further supporting residents’ well-being and access to resources.

The acquisition was financed by a Freddie Mac loan serviced by Walker & Dunlop.

“Thomas Campbell Apartments and Thomas Campbell North have been a stable, trusted home for Washington County seniors for decades, and this acquisition allows us to build on that legacy,” said Dylan Salmons, president and managing partner at Contour Housing Partners. “We’re committed to preserving long-term affordability for residents, while investing in the upgrades that will keep these communities safe and comfortable for years to come.”

Contour Housing Partners was launched in January 2023 by executives from Pennrose, drawing on decades of experience developing, managing, and preserving affordable housing communities across the country. The firm also acquired Marshall DeForrest Apartments, an 84-unit affordable senior housing community in Huntingdon, Pennsylvania, in August 2025.
